Commercial Tenant Ordinance (C-TAHO)
Small-business commercial tenants have very few legal protections against landlord harassment, intimidation, or other abusive practices.
In 2022, SBAEC successfully led the effort to adopt the Los Angeles County Commercial Tenant Anti-Harassment Ordinance (“CTAHO”).
While that was an important step forward, the County ordinance does not protect commercial tenants within the City of Los Angeles. Expanding these protections to commercial tenants in the City of Los Angeles will help close a significant gap and ensure that small business owners have meaningful safeguards against harassment and displacement.
The City CTAHO motion (Council File: 26-0588) has passed the council unanimously, and we are now working with City officials to assess the feasibility of adopting a CTAHO ordinance.
